I checked the discussion forums and it seems the comment max length was unannounced and there are a few people who are unhappy about it.
Of course, of the two or three threads where "discussion" is taking place, one of the moderators (or a discussion participant, I don't really know) is telling people they shouldn't write comments over 4096 characters. He's sending a link back to his blog essentially saying, "Look, I wrote a blog post that was about 1000 characters, you're a jerk to other commenters for leaving long comments." Never mind that it should be up to the individual blog authors to decide their comment policies.
Anyway, apparently the limit was placed because they were having some other kind of error for people who moderated comments but couldn't delete them.
I'm hoping this is short term.

It's not temporary. It's Blogger responding to yet another spam related DOS attack.
I'm well aware of that issue Chuck. Are you claiming that Blogger's solution is to shorten comments, because the known issue you link to says they haven't resolved the problem which leads me to believe that the comment shortening is a quick fix and therefore ought to be temporary.
